Add as step 13

Add as a last step at any upgrade flow starting 4.0, the following:
Check if you have VMs that require power-cycle to get to the current compatibility level or have configuration changes pending.
To check, use the search query on the Admin Portal:
"Vms: next_run_configuration_exists=True"

Looks good, but I would change it slightly:
1) Remove the reference to the bug.
2) Rephrase to say - 
Check and power-cycle VMs that have any pending config changes or needs to be adjusted to the new Compatibility Level. To check, use the search query on the Admin Portal:
Vms: next_run_configuration_exists=True
