Using kernel 4.15.6-200.fc26.x86_64 my issue did not occur. With 4.16.5-200.fc27.x86_64 the problem occurs. This would seem to indicate a kernel-application interaction issue introduced shortly after 4.15.6.
This issue also appears not to arise when audacity is run as root and still exists in 2.3.0. When audacity --help was run from the command line two warnings were printed: Warning: Mismatch between the program and library build versions detected. The library used 3.0 (wchar_t,compiler with C++ ABI 1012,wx containers,compatible with 2.8), and your program used 3.0 (wchar_t,compiler with C++ ABI 1013,wx containers,compatible with 2.8).
