Description of problem:
When you install osp14 with breakpoint before deployment(install only undercloud) there is no default plan that is taken from heat

1.install osp14 via a customized job with a breakpoint before deployment

Changing to urgent, as all users will hit this bug and it would break the automation because IR expects the plan to exist and we rely on it to fix the container urls for us.

The problem seems to be twofold:
- The plan creation from the default templates via mistral is broken in Rocky because /usr/share/openstack-tripleo-heat-templates isn't mounted in the mistral-executor container (solved in master, but not backported to stable/rocky)
- There seems to be no mechanism to create a default plan as part of the container-based undercloud deployment (patch available for master, to be backported to stable/rocky once it lands)

Logged in to the ui and there is a default plan
