setting the milestone to z1, Harish pointed out ansible 2.4 is EOL

I think Tejas was pointing out another different issue with 7.6 but it was due to nightly repo's since 7.6 is not yet GA.

For this defect, I would like to keep it open unless there is more clarity and how long will it take to support 2.6 on 3.1?

It looks like we can land this particular fix for _original_basename in stable-3.1, however, please note that OSP still uses Ansible 2.4, and that is what we tell our customers to use as well.
