ceph-ansible currently fails on ansible 2.6 but in OSP we can't upgrade ansible together with ceph-ansible

to be able to support ceph-ansible 3.2 on ansible 2.6, we need to have support for ansible 2.6 in ceph-ansible 3.1 first ... then upgrade ansible to 2.6 in preparation for the ceph-ansible 3.2 release
