Description of problem:
Invisible buttons on the add container provider page.

Version-Release number of selected component (if applicable):
5.9.2

How reproducible:
Always

Steps to Reproduce:
1. Navigate to Compute > Containers
2. Click on `Configuration` and select `Add a new Containers Provider`.
3. In the `Endpoints` tab, hover the mouse in the area near `Default` and you will find invisible buttons/tabs. Look at the demo video for more understanding.

Actual results:
Invisible buttons/tabs are visible. Clicking on them loads an empty form with the text `Used to gather Capacity & Utilization metrics`.

Expected results:
Buttons should either not appear or the related text must be made visible.

Additional info:
There are no issues on 5.8 and 5.10.
Attaching screens from both 5.9 and 5.10, for easier comparison.

Yep. I checked on 5.9.4.7.20180829201904_ced41ae and the bug exists on it.
