Description of problem:

 Problem: problem with installed package xfce-theme-manager-0.3.6-3.fc26.x86_64
  - package xfce-theme-manager-0.3.6-3.fc26.x86_64 requires libxfconf-0.so.2()(64bit), but none of the providers can be installed
  - cannot install both xfconf-4.13.5-20.fc29.x86_64 and xfconf4.12.1-6.fc28.x86_64
  - cannot install the best update candidate for package xfconf4.12.1-6.fc28.x86_64


Additional info:

dnf repoquery --whatrequires 'libxfconf-0.so.2()(64bit)'

That is: imsettings-xfce has the same issue.

thanks for the report, we are working to bring 0.3.8 to latest Fedora releases.
