tell to run:
# yum -y install atomic-openshift-utils

but in openshift 3.10 atomic-openshift-utils-3.9.47-1.git.0.8180c87.el7.noarch is obsoleted by openshift-ansible-3.10.57-1.git.0.787bf7c.el7.noarch

Basically try to follow https://ovirt.org/documentation/metrics-user-guide/metrics-user-guide/ and see if you can get metrics store up and running.

I have successfully installed metrics store and managed to connect engines and hosts to it and then see the data in Kibana dashboards.
Verifying this based on: https://bugzilla.redhat.com/show_bug.cgi?id=1615348#c11

ovirt-engine-metrics-1.2.1.3-1.el7ev.noarch

This bugzilla is included in oVirt 4.3.1 release, published on February 28th 2019.

Since the problem described in this bug report should be
resolved in oVirt 4.3.1 release, it has been closed with a resolution of CURRENT RELEASE.

If the solution does not work for you, please open a new bug report.
