Laura,
while following new procedure, I hit an issue.
Suspect it's not related but can't move forward with verification just yet.
I'll try to further debug tonight, and/or ask Alan for assistance Monday morning.

(undercloud) [stack@undercloud-0 ~]$ ./overcloud_deploy.sh
Removing the current plan files
Uploading new plan files
Temporary Swift GET/PUT URL parameters have successfully been updated.
Temporary Swift GET/PUT URL parameters have successfully been updated.
The backup of the ceph-ansible fetch directory did not need to be renamed
Plan updated.
Processing templates in the directory /tmp/tripleoclient-esi9h2/tripleo-heat-templates
Action tripleo.parameters.update execution failed: Error validating environment for plan overcloud: ERROR: Internal Error -> which/what failed not sure yet.

Might just be me using wrong params\settings or typo.

The heat-engine log error points to:

Error: 'ascii' codec can't decode byte 0xc2 in position 77: ordinal not in range(128)
2019-01-07 08:34:46.992 27 ERROR oslo_messaging.rpc.server UnicodeDecodeError: 'ascii' codec can't decode byte 0xc2 in position 77: ordinal not in range(128)

Not sure how to find out from the above, which file I created according to the new procedure is wrong/bad.

Verified, working.

Alan help pinpoint my issue.
I'd copy/pasted cinder-backup-gcs.yaml content off of godc into the file, this in turn added some extra hidden white chars.
Once removed overcloud redeploy passed.
Backup of a Cinder volume to Google worked.
