Description of problem:
Having upgraded from cacti-1.2.0-2.fc29.noarch to cacti-1.2.1-1.fc29.noarch, after logging in (as "admin") I am presented with a screen:

There is an Installation or Upgrade in progress.

Only Cacti Administrators with Install/Upgrade privilege may login at this time

I cannot see any way past this screen to do the normal upgrade wizard.

cacti-1.2.1-1.fc29.noarch

How reproducible:
haven't tried

Steps to Reproduce:
1. Upgrade cacti
2. Go to web interface
3. Login

Actual results:
Screen telling me I cannot login at this time.

Expected results:
Upgrade screens are shown.

It's a permission issue. You need to enable "Installation/Upgrades" in the user configuration permissions page.

There is only one account in my system (apart from "guest"); it's always been able to perform upgrades until now, and to the best of my knowledge I would never have explicitly disabled this ability. Is this a new permission that got added in a recent version, and only got enforced in this version?

I don't think I would consider this NOTABUG given that just upgrading the system from one version to another, without changing the permissions applied by default, causes it to be unusable. I think the app should have detected this case and offered to correct it somewhere along the line. I've reopened the bug on this basis.

Having already upgraded and being unable to get past the upgrade screens, I was unable to manage permissions as you suggested. However, I managed (after some searching) to find an rpm for the previous version, and downgrade, and then go in and grant that permission to that user (I assume it would also be possible to grant the permission by editing the DB directly, but I've not looked into that). I can now get the upgrade screens (I have a separate issue with the process now, but I will log a new bug for that!).

I can fully understand your issues with updating to the latest cacti release, but this is not a Fedora related packaging bug. That's why I'm asking you to report the bug directly to the upstream cacti developers. Please check: https://github.com/Cacti/cacti/issues
