Description of problem:
Impossible to update cacti to latest version due to missing admin permissions as we hit this upstream bug [1]

Always

Steps to Reproduce:
1. Update to latest cacti
2. Try to access cacti
3.

Actual results:
See the following error:
"Only Cacti Administrators with Install/Upgrade privilege may login at this time"

Expected results:
Able to proceed to the database schema upgrade
