Dual dashboard screenshot

Description of problem:
After update to 3.0-pre the UI has 2 Dashboard tabs (check the screenshot).

Version-Release number of selected component (if applicable):
Version 4.3.0.4-1.el7

How reproducible:
N/A (this is an upgrade from 4.2.8 to 4.3)

Steps to Reproduce:
1.Install 4.3 repo
2. Update Setup packages
yum update ovirt\*setup\*
3. Upgrade the engine:
engine-setup

Actual results:
There are 2 "Dashboard" Tabs in Administration portal,despite upgrade process is successful.

Expected results:
Only 1 "Dashboard" tab should be present.
