This bug is created to track images update issues for openshift-web-console and other images when upgrade from v3.10.m to v3.10.n (n > m).

Workaround: populate openshift_image_tag with latest version number

This will ensure that all components on top of the cluster (not just the control plane) are updated to the latest version.
