Description of problem:
[UI] - Fix the tooltip in Instance Types > 'Multi Queues enabled' grayed out checkbox.

In BZ 1657977 we decided to modify the UI in a way, that this would be obvious that mutli queues enabled by default by showing the checked multi queues option grayed out in the instance type dialogs. 
The tooltip should be adjusted to this change, becasue currently it's a bit confusing. It currently say:
"Each Virtual Interface will get the optimal number of queues, depending on the available vCpus"
We can add something like: "multi queues option grayed out in the instance type dialogs. It available via edit VM dialog." or something like this. Currently the tooltip say nothing to the admin and may confuse. It actually sound from it that you have an option to edit it, but you blocked.

Steps to Reproduce:
1. Go to 'Administration' ==> 'Configure' ==> 'Instance Types' ==> 'New/Edit'
2. Click on 'Resource Allocation' ==> Under 'Queues' option, 'Multi Queues enabled' checkbox is grayed out
3. Hoover the blue icon 'i' 

Actual results:
tooltip say:
"Each Virtual Interface will get the optimal number of queues, depending on the available vCpus"

Expected results:
The tooltip should explain why the checkbox is grayed out
