Description of problem:
reorder function doesn't work on Firefox 65, the issue is not reproduced on Chrome and Safari

Version-Release number of selected component (if applicable):

cluster version: 4.0.0-0.nightly-2019-03-13-233958

How reproducible:
Sometimes, this issue happens after I added HTPasswd IDP from console

Steps to Reproduce:
1. Create application
$ oc new-app centos/ruby-25-centos7~https://github.com/sclorg/ruby-ex.git
2. Add two pairs of env vars to dc/ruby-ex and reorder
Goes to Workloads -> Deployment Configs -> ruby-ex -> Environment tab -> add testenv1:testvalue1, testenv2:testvalue2 into Single Values -> try to reorder by dragging 

Actual results:
2. The values can't be reordered

Expected results:
2. env vars should be reordered
