Had a conversation today, and the scope of this task is to provide a dashboard with some basic Ceph metrics using the ceph plugin in collectd as the source of data. We can look at the dashboards the Ceph Dashboarding team has and see how much of that we can re-create and ship with STF for customers who are not making use of of the Ceph Dashboard / Ceph Monitoring set up.

I am closing this feature for RHOSP 17.1 due to capacity issues and future alignment. For RHOSP 18, we will track this separately as part of an overall observability approach.
