Description of problem:
There are following messages in /var/log/messages on the server which is not registered to the satellite.

Steps to Reproduce:
1. Install/ Upgrade/ Register RHEL 7.6/ RHVH to RHVM and check /var/log/messages
2. the errors will be displayed
3.

Actual results:
Error regarding goferd

Expected results:
No errors about goferd if a satellite is not in use.
