Description of problem:

With cloud-credential-operator crashlooping (see bug 1711402) I performed an upgrade from 4.1.0-0.nightly-2019-05-23-213243 to 4.1.0-0.nightly-2019-05-24-040103.   The upgrade claimed to be successful even though the cloud-credential-operator never upgraded.

I think this blocks fixing via upgrade an operator in this type of condition

Reproducer:

1. Create about 2000 projects each with 20 secrets until the cloud-credential-operator exceeds its 500Mi memory limit and starts to crashloop
2. Upgrade the cluster

Attaching additional requested info.  Hopefully the CVO and CCO pod logs haven't wrapped.   We'll reproduce fresh today in any case.

Is this still reproducible. This is not a bug with CVO as CCO is reporting the expected version falsely and there isn't much CVO can do.
