Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs will be migrated starting at the end of May. If you cannot log in to RH Jira, please consult article #7032570. That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
After installing a clean Satellite, I go to Infrastructure -> Capsules and see no capsule. I set view to Default org/loc, I see the internal capsule. The Organizations and Locations columns say "None found".

However, when I open the Capsule for editing, Organization tab shows the Default Organization already selected. Changing nothing and clicking Submit actually makes this capsule be in Default Organization, which is reflected in the Capsules list. The same for Location. So, while the Org/Loc are shown as selected in capsule edit form, they are actually not initially.

Version-Release number of selected component (if applicable):
Tested with Sat 6.6 snap 5 and 6 but probably happens in other versions, too.

How reproducible:
Deterministic

Steps to Reproduce:
1. Install Satellite
2. Go to Infrastructure -> Capsules
3. Select Default Organization and Default Location. See the capsule, note it is not in any org/loc.
4. Open it for editing, in Organizations / Locations tab, see Default Organization / Default Location selected. Submit without any changes. Note the capsule is now in Default Organization / Default Location.

Actual results:
Capsule not in Default Org/Loc while they are selected as its Org/Loc.

Expected results:
I don't know if the capsule should initially be in Default Organization and Default Location but it should definitely be shown consistently. Given the fact that the default host (the Satellite itself) is in Default Organization and Default Location, its internal capsule should probably also be.
