Doc Text:
Cause: The default rsyslog.cong was replaced with the include /etc/rsyslog.d/ directory and overridden all other configurations. Consequence: No /var/log/messages and other log files populated by the default rsyslog.conf file. Fix: Updated behavior so that on default the rsyslog.conf will include the all default configurations. Result: rsyslog.conf includes both default configurations and the include /etc/rsyslog.s/ directory.

After installed metrics on scale env, the /var/log/messages file is not written.

The /etc/rsyslog.conf file change after installation (Hosts & HE)

[root@leopard03 ~]# cat /etc/rsyslog.conf 
# Ansible managed

#
# Include all config files in /etc/rsyslog.d
#
$IncludeConfig /etc/rsyslog.d/*.conf

[root@leopard03 ~]# 


The "RULES" are missing

What are the verification steps here please? Do we need scale env, it is only HE specific, or normal engine installation is enough?

No. 
After running the scripts that deploys rsyslog and collectd,
You need to check rsyslog.conf and see that it includes a full configuration file, not only a reference to /etc/rsyslog.d/ directory.
Check that that records are showing in elasticsearch and also to /var/log/messages.

Steps:
1) Run configuration script
2) Check that rsyslog configuration file includes full configuration

Result:
Rsyslog does not have the correct configuration and data is not sent to Elasticsearch and is missing in Kibana.

Tested in:
ovirt-engine-metrics-1.3.2-1.el7ev.noarch
ovirt-engine-4.3.4.3-0.1.el7.noarch

If I got it right, no scale testing is needed for his. Normal metrics deploy is enough.

2) Check that rsyslog configuration file includes full configuration

Result:
Rsyslog conf file contains the full configuration, /var/log/messages contains relevant info on both engine and host and there is data sent to Elasticsearch in Kibana.

ovirt-engine-4.3.6.2-0.1.el7.noarch
ovirt-engine-metrics-1.3.4-1.el7ev.noarch

This bugzilla is included in oVirt 4.3.6 release, published on September 26th 2019.

Since the problem described in this bug report should be
resolved in oVirt 4.3.6 release, it has been closed with a resolution of CURRENT RELEASE.

If the solution does not work for you, please open a new bug report.
