clearing blocker flag and retrageting to osp 16
for osp 15 we will keep live_migration_wait_for_vif_plug=False
and when the support is added to ovn in train we will set live_migration_wait_for_vif_plug=True in osp 16

QE:

Verify we have a CI job which deploys with OVN (it should be the default).
Existing test automation for live migration verifies that this feature is working.
