Description of problem: network_logs folder not getting populated post 'oc adm must-gather' as per https://github.com/openshift/must-gather/pull/94 which was merged in 4.1.0-0.nightly-2019-06-25-235846

Expected results: Expcted to see network_logs folder to be created under must-gather dest-dir
