Description of problem:
Horizon UI does not have any menus for Shares, Network, Compute


Version-Release number of selected component (if applicable):
RHOS_TRUNK-15.0-RHEL-8-20190621.n.1

How reproducible:
Login to horizon

Steps to Reproduce:
Login to RHOS UI missing all of the menus ( you can directly access the menus if you know the direct URL)




Expected results:

We should see all the tabs

Do you need containers/httpd or containers/horizon logs?

I have reproduced the same problem on my dev environment, investigating.

looks like the downstream theme is broken

The downstream theme code wasn't compatible with python 3.
