Description of problem:
After bz 1704440 the custom theme is loaded, but the top bar is missing.

I can see the line with Project, (Admin) and Identity, then a huge black space where the main menu usually lives, namely

Project   Compute   Volume   Network ....
and the related submenu, like:
Overview   Instances    Images    Key Pairs



The environment is deployed using infrared/virsh, which also sets up a tunnel to map port 80 on the controller to port 8080 of the host.
