Currently oauth htpasswd configuration end-to-end test is flaky.  Opening this bz to track the issue, until it's resolved.

Now that this is merged: https://github.com/openshift/origin/pull/23528  

This will remove flaky tag: https://github.com/openshift/origin/pull/23421; running through CI several times with /hold to confirm test is not flaky b4 merging.
