Hi Peter,

Could you please take a look at this when you have the time? It's blocking two other packages from building correctly.

If it's OK with you, the neuro-sig would be happy to co-maintain this package too, since both dcmtk and gdcm are maintained by us and depend on charls.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.

Since the package is used mainly by NeuroFedora, could you please add us as co-maintainers and we can take care of CharLS too?

Thanks---this has been built in rawhide. We'll keep F31 at the older version.
