Feature: Expose image import issues lasting more than 2 hours in the samples operator clusteroperator Degrading condition
Reason: While there is exposure of failed imports in the Progressing condition, exposing it in Degraded provides more explicit exposure to administrators. Also, the 2 hour delay allows intall/upgrade to complete successfully, and failed imagestream import is not a condition that should fail an install/upgrade.
Result: Better exposure of possible cluster substandard operation status.

When ImportImageErrorsExist keeps true 2 hours later, the `Degraded` change to True.
