Feature: Expose image import issues lasting more than 2 hours in the samples operator clusteroperator Degrading condition Reason: While there is exposure of failed imports in the Progressing condition, exposing it in Degraded provides more explicit exposure to administrators. Also, the 2 hour delay allows intall/upgrade to complete successfully, and failed imagestream import is not a condition that should fail an install/upgrade. Result: Better exposure of possible cluster substandard operation status.

We do have indication in progressing reason field even though it is kept at false when import failures occur.

When ImportImageErrorsExist keeps true 2 hours later, the `Degraded` change to True.
