Doc Text:	Feature: Expose image import issues lasting more than 2 hours in the samples operator clusteroperator Degrading condition Reason: While there is exposure of failed imports in the Progressing condition, exposing it in Degraded provides more explicit exposure to administrators. Also, the 2 hour delay allows intall/upgrade to complete successfully, and failed imagestream import is not a condition that should fail an install/upgrade. We do have indication in progressing reason field even though it is kept at false when import failures occur.

waiting on https://github.com/openshift/cluster-samples-operator/pull/164 to merge before cherrypicking the 4.2 version of this fix into 4.1

Per conversation with Ben Parees we've switched gears on this and will not backport to 4.1.z
