Description of problem:
The path to SecurityPolicy is hardcoded in Xvnc as
/usr/X11R6/lib/X11/xserver/SecurityPolicy instead of /etc/X11/xserver/SecurityPolicy

Version-Release number of selected component (if applicable):
4.1.1-10.1

Steps to Reproduce:
1. strings /usr/bin/Xvnc :-)
