Could you please build perl-Log-Dispatch-FileRotate for EPEL8 ?
It is the build dependency for package perl-Log-Log4perl (bug #1744714).

Please let me know if you are not interested in maintaining the package on EPEL 8.

Looks like it builds cleanly once perl-Log-Dispatch is available.
