I assume this is fallout from shared-mime-info 1.13 update, https://bodhi.fedoraproject.org/updates/FEDORA-2019-03a6149300. Should be fixed in next updates push.
Downgrading to shared-mime-info-1.12-2.fc30.x86_64 (dnf downgrade shared-mime-info) fixed the problem. Thanks for the insight!
I have upgraded to shared-mime-info-1.14-1.fc30.x86_64 and the problem went away. `eog /usr/share/fedora-logos/fedora_logo.svg' works fine.
