fails before the tests starts (the monitor process is reporting errors) which implies one of the Kube apiservers is down as the final set of install configuration is rolled out (authentication, most likely).  This should not happen if graceful rotation is working properly, possible that graceful shutdown regressed / takes longer in 4.3.
