Description of problem:
When a custom role has "Access Restriction for Services, VM and Templates" set to none, the user can see the full list of users.  

When custom role is changed to "Only user or group owned" "only user owned", the users list shortens and the only user visible is the user that is logged in.

How is this setting affecting the user visibility permissions of the current user?

Everytime

Steps to Reproduce:
1.Add custom role, assign group and user
2.Set custom role from none to "Only user or group owned" "only user owned"
3.Visibility is shortened on Users list.

Also, the accordions are not changing when the users and group visibility changes.
