This is a dependency of perl-XML-Feed (#1748209)

The current version in Fedora builds OK for epel7 if the ExtUtils::MakeMaker version dependency is dropped and the more modern %build/%install sections are reverted to EL-7 style.

I am happy to look after this branch if you don't want to maintain it for epel7.
