Description of problem: It is not possible to upgrade libxml2 without any additional flags to dnf --best --allowerasing. But using --allowerasing in automated scripts is dangerous. Dependencies resolved. Usually, it is in the fedora-obsolete-packages for pure python packages. But it is simpler to do that in the libxml2 because python2-libxml2 and python3-libxml2 require it.

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle. Changing version to 32.
