Description of problem:
Login with a normal user, visit VM and VM templates in other namespace see different views.
- On VM page, the "Create with wizard" button is not showing, just like the looks on Pods page.
- On VM Template pages, it shows an error like below.
  templates.template.openshift.io is forbidden: User "test" cannot list resource "templates" in API group "template.openshift.io" in the namespace "default".
