Description of problem:

While the git repository of the `rpm/certbot` package provides an `epel8` branch that branch does not contain any spec file and stems from the repository `el6` branch before the `inital import` commit.  Therefor there is no package of certbot build for EPEL 8.

I'm not quite sure what happened there or what would be the proper fix, but the following pagure issue seems to be relevant to this issue:

I had the branches created as part of the work on #1744892, which remains ongoing. Currently, various dependencies still need to be packaged before I can create a release of certbot.
