Description of problem:
Upstream version is already up to 2.1, but cpp-hocon was recently added to RHOSP using the older versions:
15/16: cpp-hocon-0.1.8-2.el8ost
13/14: cpp-hocon-0.1.6-9.el7ost

As a hardening measure, new packages should be added using the most recent version.

Actual results
All current RHOSP versions are using older cpp-hocon version.

Expected results:
cpp-hocon-2.1 package should be used in at least 15/16.

Well, it's a hardening measure so up to you, but if the effort isn't over the top, yes.

In the future with issues like this (and we are starting to do more reviews), do you need us to raise separate bugs? One for package updates and one for its side effects?

I think it could be case-by-case, and we can probably handle cloning them on our end if required.

In this case, there's only a few packages that utilize this, so the effort is minor - mostly ensuring we don't miss something.

Closing EOL, OSP 15 has been retired as of Sept 19

Just saw that this was closed EOL for 15, but 16.1 and 16.2 are alive and still using the older version. 
16.1= 	cpp-hocon-0.1.8-2.el8ost
16.2=   cpp-hocon-0.1.8-3.el8ost

Reopening for the consideration of the 16 versions. Have set this to 16.2, let me know if a 16.1 tracker should be created as well.
