This bug was initially created as a copy of Bug #1785491

Description of problem:
Upstream version is already up to 2.1, but cpp-hocon was recently added to RHOSP using the older versions:
15/16: cpp-hocon-0.1.8-2.el8ost
13/14: cpp-hocon-0.1.6-9.el7ost

As a hardening measure, new packages should be added using the most recent version.

Actual results
All current RHOSP versions are using older cpp-hocon version.

Expected results:
cpp-hocon-2.1 package should be used in at least 15/16.

The new puppet-build - puppet-5.5.10-14.el8ost - targeted for 16.1 - is based on newer cpp-hocon. Since we are building puppet for 16.2 and reusing the same build for 16.1 and cpp-hocon is a build requirement, there is no need to ship this on 16.1.
