Description of problem:
attempt to start ansible runner service failed saying "The Ansible API container (runner-service) responded with unexpected status code"

Always (2/2)

Steps to Reproduce:
1. install ansible-runner-service
2. run ansible-runner-service -s -v


Actual results:
Waiting for Ansible API container (runner-service) to respond
- probe (1/10)
- probe (2/10)
The Ansible API container (runner-service) responded with unexpected status code: 246


Expected results:
ansible-runner-service must be up and running
