Description of problem:
Now on 4.4 cluster, the upgrade channel are still stable-4.3, fast-4.3

Steps to Reproduce:
1. cluster admin check upgrade channel at Administration -> Cluster Settings


Actual results:
1. The channel list are: stable-4.3, fast-4.3

Expected results:
1. use correct channel for 4.4, it should be stable-4.4, fast-4.4
