Description of problem:

default namespace for OpenStack containers is wrong in RC

How reproducible:

Always

Steps to Reproduce:
1. openstack container image prepare
2. the default namespace should pull from registry.redhat.io/rhosp-rhel8
3.

Actual results:

it is trying to pull from registry.redhat.io/rhosp16


Expected results:

it sets up to pull from registry.redhat.io/rhosp-rhel8
