Description of problem:

Would like to be able in release 4.3 use the IBM Cloud platform to specify IBM load balancers for the ingress operator with annotations specific to the IBM load balancers which sit in front of the routers to handle the Layer 7 routing
 
This PR https://github.com/openshift/cluster-ingress-operator/pull/335 provides the needed changes but is targeted for 4.4.  Would like to have to for 4.3
