Description of problem:
Operators are showing all Operators but not the ones filtered out when 'all projects' in project dropdown is selected

Version-Release number of selected component (if applicable):
4.4.0-0.nightly-2020-02-02-201619

How reproducible:
Always

Steps to Reproduce:
1. cluster admin goes to Operators -> OperatorHub page, choose 'all projects' in project dropdown
2. Filter Operators by Install State, click on Installed then un-check it
3. Filter Operators by Provider Type, such as Red Hat
4. Filter Operators by Provider, such as CNCF
5. Filter Operators by keyword, such as etcd

Actual results:
2-5. The numbers shown on the page is changed accordingly, but still all operator items are shown on the page

Expected results:
2-5. Operators should be filtered correctly and only show filtered Operators

Hi Sam, may I ask why 1797482 is marked as DUP of 1799463?

Because it looks like exactly the same problem? :)

Now that we have a fix for bug 1799463, can you test if you still see this bug? I wasn't able to reproduce. If you can recreate, feel free to reopen. Thanks!
