When the monitoring dashboards are unable to load data, they display a message:

An error occurred
Forbidden

The error box is not styled well for the component.  See attached screenshot.

This looks to have been corrected in this pr https://github.com/openshift/console/pull/4542
Alerts look correctly positioned now.
