Cards too tall

The single-stat cards at the top are too tall. The card body is too small when displaying the loading icon. (See screenshots.)

Moving back to ASSIGNED because the PR introduced a new card layout issue with legends not being displayed.

This is fixed, checked the screenshots for:
1. new layout for cards text fit the height very well 
2. drop-down list display well
also:
3. Loading cards display well
4. Wrap from both Safari and Chrome display clear normally

Verified on 4.5.0-0.ci-2020-03-03-204641
