Description of problem:
OSP16 docs do not have instructions for deploying OSP16 with vanilla OVS instead of OVN.

Instructions should include a reference to which template files to include to use OVS instead of OVN.

OVS will still be needed in OSP16 because some use cases require OVS instead of OVN.
