Tooltip is not visible for monitoring the dashboard graph.

Steps to Reproduce:
1. Navigate to devconsole monitoring dashboard.
2. Hover over the graph is not showing the tooltip.


Actual results:
Tooltip is not visible for monitoring dashboard graph

Expected results:
Tooltip should be visible for all the graphs.

Verified the bug & Tooltip is seen on hovering any graphs in Monitoring Dashboard tab (PSA).

Verified build: 4.5.0-0.ci-2020-02-25-152421
Verified browsers: Chrome Version 80.0.3987.116 (Official Build) (64-bit), Safari Version 13.0.5 (14608.5.12)
