Description of problem:
Tooltip is not visible for monitoring the dashboard graph.

How reproducible:


Steps to Reproduce:
1. Navigate to devconsole monitoring dashboard.
2. Hover over the graph is not showing the tooltip.


Actual results:
Tooltip is not visible for monitoring dashboard graph

Expected results:
Tooltip should be visible for all the graphs.

Verified the bug on 4.4 CI build & Tooltip is seen on hovering any graphs in Monitoring Dashboard tab (PSA).

Verified build: 4.4.0-0.ci-2020-02-26-215902
Verified browsers: Chrome Version 80.0.3987.116 (Official Build) (64-bit), Safari Version 13.0.5 (14608.5.12)
