Description of problem:

Kubelet's were setting the wrong cgroup memory limit on the kubepods.slice. We need to bump the rhcos version to this version or later to pickup the fix (in 4.5 and 4.4)

Per https://github.com/openshift/installer/blob/release-4.5/data/data/rhcos.json, rhcos image is bumped to rhcos-44.81.202002241126-0.

Trigger a ipi-on-aws install with 4.5.0-0.nightly-2020-03-06-190457, it is using "rhcos-44.81.202002241126-0" as boot image.
